The PMATCOM is intended for Quebec residents of all ages who have one or more disabilities or impairments such as:

  • Mobility impairment
  • Language impairment
  • Mental retardation
  • Pervasive developmental disorders

These disabilities or impairments must correspond to the definition of the Act securing the right of the handicapped person to have access to assistive technology devices in the areas of speech, writing, telephone or environmental control devices.

Within the framework of this Act, an assistive technology device must be required to overcome a disability and enable the user to carry out everyday activities.

Disabilities and needs must be attested in a written assessment report provided by a health care professional in the field (speech-language pathologist or occupational therapist). This assessment is used to understand the scope of the problem and must explain the clinical reasoning in the selection of the recommended aid(s).

Important: Eligibility is restricted to people with major and persistent disabilities who do not have other sources of funding from private insurance or another provincial or federal government program.
